Five Year Plan
The NCCDD uses its Five Year Plan to identify critical needs and issues related to services and supports for people with developmental disabilities and their families. NCCDD also uses its Plan to set forth priorities for funding. Each Plan covers a five-year time period. The Council reports outcomes of its activities on an annual basis. The NCCDD Five Year Plan directs the Council's activities from 2011 through 2016. The Plan was developed with input from people with developmental disabilities, their families and the agencies, organizations, businesses, and individuals across the state. Click for Spanish version.
NCCDD 2011-2016 Five Year State Plan
GOALS and OBJECTIVESGoal I: Advocacy, capacity building, systems change efforts of the Council will give people with intellectual and other developmental disabilities and their families more access to the services and supports they need to make life transitions.
Objective 1: Council will provide funding/resources that ensure accountability, advocacy, and outreach for its programs which give people with intellectual and other developmental disabilities and their families more access to the services and supports they need to make life transitions.
Objective 2: Council will provide funding/resources so that individuals with intellectual and other developmental disabilities will have more opportunities for choice in post-secondary education.Objective 3: Council will provide funding/resources to increase access in the community for economic opportunities, inclusive of competitive employment for people with intellectual and other developmental disabilities.
Objective 4: Council will provide funding/resources to advance strategies that support family capacity to leverage the family’s resources to achieve the life goals of an individual with intellectual and other developmental disabilities.
GOAL II: Advocacy, capacity building and systems change efforts of the Council will improve the ability of service delivery systems to respond to the needs of people with intellectual and other developmental disabilities and their families.
Objective 1: Council will provide funding/resources that ensure accountability, advocacy, and outreach for its programs which improve the ability of service delivery systems to respond to the needs of people with intellectual and other developmental disabilities and their families.
Objective 2: Council will fund training, consultation and technical assistance for organizations to support the development of policies and practices that advance integration, productivity, independence, and inclusion for people with intellectual and other developmental disabilities and their families.
Objective 3: Council will fund training, consultation and technical assistance for individuals to affect policies and practices that support integration, productivity, independence, and inclusion for people with intellectual and other developmental disabilities and their families.
Objective 4: Council will provide funding/resources to improve access to information for people with intellectual and other developmental disabilities and families about services, supports, policies and practices.
Objective 5: Council will provide funding/resources to support the development of policies and practices for seniors with intellectual and other developmental disabilities to live in a home that they or their families rent or own.
GOAL III: Advocacy, capacity building and systems change efforts of the Council will improve the knowledge and skills of the workforce that serves people with intellectual and other developmental disabilities and their families.
Objective 1: Council will provide funding/resources that ensure accountability, advocacy, and outreach for its programs which improve the knowledge and skills of the workforce that serves people with intellectual and other developmental disabilities and their families.
Objective 2: Council will expand, beyond the current number, the learners utilizing validated, evidence- and competency-based curricula for direct support workers who support people with intellectual and other developmental disabilities.
Objective 3: Council will fund strategies to promote competency-based training for case managers who support people with intellectual and other developmental disabilities.Objective 4: Council will fund leadership training for I/DD professionals.
Objective 5: Council will fund training of other professionals that increases their ability to provide appropriate services to meet the needs of people with intellectual and other developmental disabilities.
Goal IV: Council will strengthen a statewide self-advocacy program.

Objective 2: Council will provide opportunities for people with developmental disabilities to provide leadership training to others.Objective 3: Council will provide resources to the statewide self advocacy group.
Objective 4: Council will provide opportunities for people with intellectual and other developmental disabilities to participate in cross-disability, culturally diverse leadership coalitions and training opportunities.
